Fainess Evaluation of Load Frequency Control (LFC) Indices

Tie-line power flows and a frequency of power systems are always varying every minutes according to load fluctuations. Load Frequency Control (LFC) is in charge of adjusting unit active power output to keep a frequency and tie-line power flows within an allowable range in each designated local area. Each local network, in general, is interconnected to each other, the LFC itself gives mutual influences also to each other. This leads undesirable situations that the local LFC is affected by not only the local disturbances but also the other areas' disturbances. Evaluation method of control results between interconnected networks, therefore, are getting more and more important, and several indices have been already proposed to quantify the control results.

However, the validity of these indices being used right now is still open to question. In other words, it has been not clarified whether the contribution in control is strictly and fairly evaluated for each area utility or not. In this study, therefore, a new fair evaluation method with considering system dynamics is examined and proposed by investigating the mutual effects of local and the other areas' disturbances.
