Outage Work Planning Methods and SystemsOutage work planning is a very important task to determine a work schedule for constructions, maintenances and inspections of power system facilities that need local outage. This problem is now getting more complicated according to the power system growth. Some supporting system have been so far proposed and developed to solve the problem.These systems can be classified into two categories: outage work arrangement system and outage work planning system. The former is for working-day adjustment by checking power supply margin when unscheduled outage (contingency) occurred and the latter aims to keep high reliability of the power system during the outage work. The arrangement system can achieve a feasible operation by adjusting outage works but not optimize the plan with regard to the stable power supply. On the other hand, the planning system naturally needs huge computational efforts and usually employs problem decomposition into 2 parts (outage work combination problem and system configuration generation problem) or knowledge-base technique. This means there is no guarantee to get the optimal plan. In this study, the outage work planning problem, which includes work combination problem and system configuration problem, is replaced to a single optimization problem of system configurations. In addition, an efficient screening method is proposed to reduce the computational efforts based on the interviews from current-working actual operators. This method can effectively reduce the solution space without loss of the optimal solution. The final goal of this study is to propose and implement the optimal outage work planning system which includes the above techniques. |
